Conferencia de prensa sobre el fallido intento de golpe que tuvo lugar en Turquía, el 15 de julio

Distinguidos miembros de la prensa,

Damas y caballeros,

Buenas tardes.

En primer lugar quiero dar las gracias a todos ustedes por asistir a nuestra invitación a esta conferencia de prensa.

Estos son días históricos y extraordinarios para nuestro país y su pueblo. Turquía ha pasado por el día más crítico de su historia el 15 de julio.

Agradecemos sinceramente a todos los gobiernos amigos, entre ellos Chile, que condenaron el intento de golpe terrorista en Turquía y dieron apoyo a nuestro Presidente, el Gobierno y la nación turca.

Sé que todos ustedes han estado siguiendo la evolución de los medios de comunicación desde la noche del viernes 15 de julio

Pero permítanme resumir lo que ha sucedido desde entonces.

En la tarde del 15 de julio, un grupo infiltrado en las Fuerzas Armadas de Turquía intentó realizar un golpe, fuera de la cadena de mando.

 Se entendió rápidamente de tiempo que se trataba de una campaña terrorista. Se entiende que son miembros de la organización terrorista Gülen, quienes lanzaron un ataque contra la nación y el estado con aviones, helicópteros, tanques y armas. La Oficina Presidencial, la Gran Asamblea Nacional de Turquía, el Primer Ministerio, los cuarteles generales del la Gendarmería, El edificio de la Organización Nacional de Inteligencia (MIT), el Puente del Bósforo y varias unidades militares se mantuvieron bajo un fuerte ataque.

Desde el principio, nuestro Presidente, El Gobierno y la posición valiente de la nación contra las tentativas de golpe de Estado, así como la intervención efectiva de las fuerzas de seguridad habían frustrado el intento de golpe. La cadena de mando y gran mayoría de las fuerzas armadas turcas se opusieron fuertemente al intento de golpe y esta conspiración violenta.

Tanto la policía como los fiscales tomaron inmediatamente las medidas necesarias para frustrar este intento.

Pero por sobre todo, la nación turca fue que frustró esta conspiración. Ellos han mostrado una solidaridad histórica, ya que salieron a las calles y se mantuvieron desafiantes. Se opusieron con valentía a los tanques y recuperaron sus derechos democráticos. A raíz de esta decisión democrática firme de nuestro estado y la gente, el intento de golpe fracasó y la democracia ha prevalecido. Turquía ha demostrado su compromiso con la democracia y el estado de derecho con el costo la de vida de ciudadanos.

Los terroristas intentaron transmitir su mensaje al hacer ocupación de los estudios de la televisión nacional (TRT) e invadiendo medios de comunicación privados. Sin embargo, el intento de los conspiradores por tomar el control de los medios no duró. Cabe destacar que los medios turcos, también cumplieron un papel clave en el hundimiento del intento de golpe.

Durante este proceso, todos los partidos políticos y miembros de la Gran Asamblea Nacional de Turquía se mantuvieron firmes por la democracia, la política democrática, las instituciones democráticas y la Constitución. Se emitió una declaración conjunta sobre la defensa de la democracia durante la reunión extraordinaria de la Asamblea General el 16 de julio.

Durante las operaciones realizadas contra la banda terrorista, más de 7500 personas han sido detenidas y 218 de ellos han sido arrestados. Estas cifras pueden ir cambiando en el tiempo. 24 golpistas han sido identificados muertos. 50 golpistas han sido capturados heridos. Las operaciones continúan a partir de las nuevas evidencias reveladas de aquellos que fueron capturados y sus víctimas.

Tenemos pruebas sólidas de que este intento de golpe fue orquestado por la organización Terrorista Fethullah Gülen (FETO).

Nuestro Gobierno ha estado constantemente exponiendo los motivos reales de este grupo terrorista y su líder, Fethullah Gülen, a todos sus aliados y socios. El golpe de Estado frustrado es el último acto criminal que revela el peligro que representa FETO. Llamamos a todos nuestros socios y aliados para que adopten todas las medidas posibles para impedir las actividades de este grupo en su tierra.

Nuestro Presidente, Prime Ministro, Gobierno, Miembros de la Gran Asamblea Nacional de Turquía y el pueblo turco, todos unidos derrotaron este intento de golpe y se mantuvieron firmes por la democracia y el estado de derecho.

Los terroristas serán castigados en concordancia a la ley.

FETO, organización que ideó este intento de golpe de Estado, tiene redes clandestinas no sólo en el ejército, sino también en varios órganos del Estado.

Las personas sospechosas de ser parte de esta organización terrorista serán debidamente investigadas y procesadas si es necesario.

Junto con los procedimientos ya iniciados en relación a FETO, se están tomando las medidas necesarias contra todos los implicados en el intento de golpe, para que todos los responsables sean llevados rápidamente ante la justicia.

La validez de los cargos, y las eventuales condenas que enfrentarían, serán determinadas por los tribunales turcos. No debe haber ninguna duda de que el proceso se llevará a cabo, como de costumbre, en el pleno respeto a los derechos y las libertades fundamentales y al estado de derecho, según lo prescrito por la ley. Todos los recursos judiciales están disponibles.

Sin embargo, a pesar de nuestros esfuerzos y la información transparente que ha sido entregada por la prensa, nos sentimos en extremo frustrados por ciertos comentarios distorsionados que algunos políticos extranjeros han hecho. Si bien creemos que estos comentarios no reflejan la posición de sus respectivos Gobiernos, consideramos que obviamente no ayudan a nuestros esfuerzos.

 Situación actual de seguridad

– Los miembros de la estructura principal de los conspiradores han sido capturados a la espera de que el proceso legal comience.

– Sin embargo, el Gobierno y nuestra nació se mantienen vigilantes respecto a posibles intentos de individuos o grupos que quieran tomar venganza o interferir con el orden público y la seguridad.

El impacto del golpe de Estado en nuestros esfuerzos contra el terrorismo

Como se mencionó en un principio, esta situación en la que Turquía ha sufrido la conspiración de un golpe de estado terrorista, es extraordinaria. El detestable ataque fue planeado y desarrollado en un momento donde nos encontramos luchando contra el terrorismo de grupos como PKK/YPG y DAESH.

Sin embargo, después de este fin de semana, como resultado de la evaluación de daños y la coordinación de nuestros organismos pertinentes, nos complace informarles de que las medidas de lucha contra el terrorismo de DAESH y el PKK / YPG continúan. El apoyo de nuestros aliados y su demostración en palabras y hechos, ha de ser muy apreciado.

Declaración de Estado de Emergencia

Distinguidos miembros de la prensa,

Como les mencioné antes, los acontecimientos que se desarrollaron en Turquía fueron un intento de golpe sangriento y horrible, perpetrado por un grupo de conspiradores en las fuerzas armadas, vinculados a la organización terrorista Gülen (FETO), para derrocar al Gobierno democráticamente elegido y el orden constitucional en Turquía.

FETO, la organización que ideó esta traición tiene peligrosas redes encubiertas no sólo en el ejército, sino también en varios órganos del Estado.

En el contexto de las medidas en pro del orden público y la seguridad, el 21 de julio de 2016 se declaró un Estado de Emergencia a nivel nacional, de acuerdo con nuestra Constitución y en pleno cumplimiento del Convenio Europeo de Derechos Humanos.

El Estado de emergencia es una medida permitida por la legislación internacional adoptada por muchos estados cuando hay una amenaza inminente a su seguridad y el orden, como es el caso de Francia, que recientemente ha extendido por otros seis meses el Estado de Emergencia el país. Es evidente que Turquía se ha enfrentado a amenazas graves y multidimensionales de seguridad desde el 15 de julio.

El estado de emergencia no afectará los derechos y las libertades fundamentales de los ciudadanos. Por el contrario, se trata de una medida tomada a nivel nacional para la protección eficaz del orden constitucional, así como los derechos y las libertades fundamentales. Se demuestra debidamente con esto, la extrema importancia que se le da a ese objetivo.

La estructura democrática del Estado será protegida y el estado de derecho seguirá siendo sostenido.

Tras la evaluación integral realizada en el Consejo de Seguridad Nacional de Turquía, se decidió recomendar al Gobierno a declarar el estado de excepción en virtud del artículo 120 de la Constitución con el objetivo de eliminar totalmente y rápidamente la organización terrorista, que intentó el golpe, junto con todos sus elementos. El Consejo de Ministros, de acuerdo con esta recomendación, decidió declarar estado de emergencia en Turquía por una duración de 3 meses.

El artículo 120 de la Constitución autoriza la declaración de estado de emergencia en caso de actos de violencia destinados a la supresión de la democracia, los derechos fundamentales y las libertades en el país. El estado de emergencia ha sido declarado con el objetivo de ser capaz de tomar medidas rápidas y efectivas necesarias para eliminar esta amenaza contra nuestra democracia, estado de derecho y los derechos y libertades de los ciudadanos.

Turquía es un Estado democrático regido por el Estado de Derecho. Nuestro país siempre aspira a los más altos estándares de la democracia y los derechos humanos con miras a expandirlos, constantemente.

Los esfuerzos de nuestro Gobierno con este fin se mantienen intactos.

Hoy en día, nuestro país se enfrenta a graves amenazas multidimensionales, en contra de la existencia del Estado y de la nación.

Los terroristas golpistas han atacado el orden constitucional y el Gobierno elegido democráticamente en nuestro país. Esto constituye el mayor crimen contra la democracia, el Estado de Derecho y los derechos fundamentales y las libertades de nuestro pueblo.

Incluso durante este período, cuando el Parlamento fue bombardeado y la población civil se ha enfrentado continuamente a la amenaza del terrorismo, estamos mostrando el máximo cuidado de no comprometer las normas de la democracia y los derechos humanos. Las medidas adoptadas, están en conformidad con la legislación vigente y nuestras obligaciones internacionales.

La expectativa de reintroducción de la pena de muerte, planteada por la gente en cara a las amenazas que enfrenta el país, debe ser vista como un reflejo de la fuerte reacción que han sentido en contra de este crimen de traición.

Esta expectativa, sin duda evaluarse con prudencia, a su debido tiempo, a través de todos los canales posibles, incluido el Parlamento.

La pena capital se eliminó hace mucho tiempo de la legislación nacional.

Del mismo modo, Turquía es parte de los instrumentos internacionales pertinentes relativos a la abolición de la pena capital.

Estamos plenamente conscientes de nuestras obligaciones internacionales, así como la legislación nacional existente.

Las conclusiones del debate democrático que se puede llevar a cabo, serán determinantes.

En este sentido, observamos con preocupación las declaraciones y comentarios especulativos y prejuiciosos, antes de este debate haya avanzado siquiera.

No es justo sacar conclusiones apresuradas a partir de supuestos falsos.

[Turquía es mimbro del Protocolo Nº 6 y Nº 13 del Convenio Europeo de Derechos Humanos, en 2003 y 2006 respectivamente. (Protocolo 13 prohíbe la pena de muerte en todas las circunstancias, incluso durante la guerra).

En marzo de 2006, Turquía ratificó el Segundo Protocolo Facultativo del Pacto Internacional de Derechos Civiles y Políticos, destinado entre otras cosas, a la abolición de la pena de muerte.]

En este proceso, Turquía seguirá con sus reformas económicas sin interrupción, sobre todo en lo relativo a los incentivos destinados a aumentar el ahorro. Nuestro Banco Central hizo declaraciones bastante claras e informativas. Las que continuarán haciendo. Nuestros mercados no tienen escasez de liquidez. La sensibilidad con respecto al funcionamiento de los mercados de conformidad con sus propias normas internas se mantendrá en el marco de las políticas económicas racionales seguido actualmente.

Todos nuestros visitantes, que están tomando sus vacaciones de verano en algunos de nuestros destinos turísticos pueden estar seguros de que no habrán repercusiones negativas. Las medidas de seguridad que se han introducido no afectarán día a día la vida de los ciudadanos turcos, y tampoco de los turistas extranjeros. No habrá restricciones para el turismo internacional, o los viajes aéreos.

PRESS CONFERENCE ON THE FAILED COUP ATTEMPT THAT TOOK PLACE IN TURKEY, ON 15TH JULY

Distinguished Members of the Press,

Ladies and Gentlemen,

Good Afternoon.

First of all let me thank all of you for attending our invitation for this press conference.

These are very historic and extraordinary days for our country and people.

Turkey has gone through the most critical day of its history on July 15.

We sincerely thank all friendly nations and governments including Chile which condemned the  terrorist coup attempt in Turkey and  gave support to our President, the Government and the Turkish nation.

I know that you all have been following the developments from the media since 15th July, Friday evening.

But let me summarize what has happened, since then.

On the evening of July 15th, A group embedded in the Turkish Armed Forces attempted a coup, out of the chain of command.

It was understood in a short time that this was a terrorist campaign.

This group, which is understood to be members of the Gulenist Terrorist Organization launched an attack against the nation and the state with planes, helicopters, tanks and weapons. The Presidential Complex, The Grand National Assembly of Turkey, Prime Ministry, General Staff HQs, General Command of Gendarmerie HQs, National Intelligence Organization (MİT) compound, Bosphorus Bridge and various military units were kept under heavy attack.

From the very beginning, our President’s, The Government’s and the courageous stand of the nation against the coup attempters, as well as the security forces’ effective intervention had foiled the coup attempt. The command chain and vast majority of the Turkish Armed Forces stood up against the coup attempt and violent conspiracy.

Both the police and public prosecutors immediately took necessary measures to foil the attempt.

Above all, it was the Turkish nation who thwarted the plot. They displayed a historic solidarity as they took to the streets and remained defiant. They stood bravely in front of the tanks and reclaimed their democratic rights.   Following this firm democratic resolve of our state and

people, the coup attempt failed and democracy has prevailed. Turkey has proved its commitment to democracy and rule of law at the cost of its citizens’ lives

The terrorists tried to broadcast their message by taking over studios of the state TV (TRT) and raiding private media outlets.  Yet the plotters’ attempt to control media did not last long. It must be noted that the Turkish media also played a key role in subsiding the coup attempt.

Throughout the process, all the political parties and Members of the Turkish Grand National Assembly stood firmly by democracy, democratic politics, democratic institutions and the Constitution. A Joint Declaration on defense of democracy was issued during the extraordinary meeting of the General Assembly on the 16th of July.

The international media was also invited to the  extraordinary meeting at the  Turkish Grand National Assembly, on 16th July. They all have witnessed  the solidarity displayed  by all political parties  against the threat of disruption of democratic order in Turkey.

During the initial operations held against the terrorist group, more than 7500 have been detained,   and  218 of those have been. These  figures will change in time. 24 coup plotters are now identified as dead. 50 coup plotters captured wounded.  The operations continue as more evidence unfolds from those who were captured and their victims.

Unfortunately, 246 innocent people, among whom were civilians, police officers and soldiers were kiled, more than 1500 were wounded.

We have solid proof that this coup attempt was staged by the Fethullah Gülen Terrorist Organization (FETÖ).

Our Government has been constantly exposing the real motives of this terrorist group and its leader, Fethullah Gülen, to all allies and partners. The foiled coup is the latest criminal act revealing the danger posed by FETÖ.   We call all our partners and allies to take all possible measures to prevent the activities of this group in their soil.

Our President, Prime Minister, Government, Members of Turkish Grand National Assembly and the Turkish people all together   defeated this coup attempt and stood by democracy and rule of law.

The terrorists will be punished in accordance with the law.

FETÖ which staged this coup attempt, has undercover networks not only in the army but also in several state organs. Those suspected to be part of this terrorist organization will be duly investigated and prosecuted.

Along with the ongoing ones initiated in respect of FETÖ, required measures are now being taken against all those involved in the coup attempt, so that all those responsible are brought swiftly before justice.

The validity of charges, if any, and the eventual sentences they would face, will be determined by the Turkish courts.  There should be no doubt that the process will be conducted as usual in

full respect to fundamental rights and freedoms and the rule of law, as prescribed by law.  All judicial remedies are available.

However, despite all our efforts and very transparent media reporting, we are extremely frustrated by certain distorted comments and spinning by certain foreign politicians. While we hope to believe that these comments do not reflect the positions of the Governments of our partners, obviously they are not helpful in our efforts.

Current Security situation:

–  The main backbone of  the coup plotters have been captured and legal processes began.

– The Government and our nation nevertheless  remain vigilant against possible  attempts by individuals or residual cells to take revenge or to disrupt public order and security.

The impact of the coup attempt on Counter Terrorism efforts

As I said this is a very extraordinary situation where Turkey was hit by a terrorist coup plot.   This henious  attack was planned and carried at a time  our country was already fighting  the PKK/YPG and DEASH terrorism.

However, after this weekend, as a result of damage assessment and the coordination by our relevant agencies, I am pleased to inform you that  the counter-terrorism measures against DEASH and the PKK/YPG continue.  The support of our allies and its display in words and deeds  will be much appreciated.

State of Emergency Declared

As I have mentioned earlier, the developments unfolded in Turkey was a horrible bloody coup attempt by a group of plotters in the military, linked to the Fethullah Gülen Terrorist Organization (FETÖ), to overthrow the democratically-elected Government and the constitutional order in Turkey.

FETÖ which staged this treason has dangerous undercover networks not only in the army but also in several state organs.

In the context of the ongoing measures for public order and security, a nation-wide State of Emergency was declared as from the 21st of July 2016 in accordance with our Constitution and in full observance of European Convention of Human Rights.

State of emergency is a measure permissible under international law taken by many states when there is an imminent threat to its security and order, as it is the case with France who has recently extended for another six months the country wide state of emergency. It is evident that Turkey has faced serious and multi-dimensional security threats since 15th July.

The state of emergency will not affect fundamental rights and freedoms of our citizens. On the contrary, it is a nation wide measure taken for the efficient protection of the constitutional order as well as fundamental rights and freedoms. Utmost importance is duly being shown to this end.

Democratic structure of the state will be protected and the rule of law will continue to be upheld.

Following the comprehensive evaluation made at the National Security Council of Turkey, it was decided to recommend the Government to declare state of emergency under Article 120 of the Constitution with an aim to totally and swiftly eliminate the terrorist organization, which attempted a coup, together with all its elements. The Council of Ministers, in line with this recommendation, decided to declare state of emergency in Turkey for a duration of 3 months.

The Article 120 of the Constitution authorizes the declaration of state of emergency in case of acts of violence aimed at abolishing democracy, fundamental rights and freedoms in the country. The state of emergency has been declared with an aim to be able to take swift and effective steps required to eliminate this threat against our democracy, rule of law and the rights and freedoms of our citizens.

Turkey is a democratic State governed by the rule of law. Our country always aim for the highest standards of democracy and human rights with a view to furthering them constantly.

The efforts of our Government toward this end remain intact.

Today, our country is confronted with serious and multi-dimensional threats against the existence of the State and the nation.

The coup-plotter terrorists have attacked the constitutional order and the democratically elected Government in our country. This constitutes the greatest crime against democracy, the rule of law and the fundamental rights and freedoms of our people.

Even during this period, when the Parliament was bombed and the civilian population has been continuously facing the threat of terrorism, we are showing utmost care not to compromise the standards of democracy and human rights. The measures taken, are in conformity with the current legislation and our international obligations.

The expectation of reintroduction of death penalty, raised by the people in the face of the threats faced by country, should be seen as a reflection of the strong reaction they have felt against this treasonous crime.

This expectation will certainly be assessed prudently, in its due course, through all possible channels including the Parliament.

Capital punishment was long removed from the domestic legislation.

Similarly, Turkey is party to relevant international instruments concerning the abolition of the capital punishment.

We are fully aware of our international obligations as well as the existing national legislation.

Conclusions of the democratic debate that can be carried at a time ripe, shall be decisive.

In this regard, we note with concern the prejudging and speculative comments and statements, before this debate has even not advanced.

It is not right to draw hasty conclusions starting from false assumptions.

[Turkey became party to Protocol No.6 and No.13 of European Convention of Human Rights, in 2003 and 2006 respectively. (Protocol 13 prohibits the death penalty in all circumstances, even during war).

In March 2006 Turkey ratified the Second Optional Protocol to the International Covenant on Civil and Political Rights aiming among others at the abolition of death penalty.]

In this process, Turkey will continue economic reforms without interruption, particularly as regards the incentives aimed at increasing the savings. Our Central Bank made quite clear and informative statements. We believe it will keep doing so. Our markets have no shortage of liquidity. The sensitivity regarding the functioning of markets in line with its own internal rules will be maintained within the framework of the currently followed rational economic policies.

All our guests who are taking their summer holidays in some of our tourist destinations can rest assured that there will be no negative repercussions. Safety measures that have been introduces will not affect day to day lives of Turkish citizens, let alone foreign tourist. There will be no restrictions to international tourism, or air travel.
