On this occasion, as we meet to celebrate the sixtieth (60th) national day of Malaysia, His Excellency the Ambassador has asked me to share with you my experience as a former fellow of the Malaysian Technical Cooperation Program

(MTCP) offered through the International Cooperation Agency of the Chilean Ministry of Foreign Affairs.

I am Sergio Parot F., also a volunteer firefighter of the fifth company of Santiago Fire Brigade. As a Firefighter, I was invited in 2008 by this embassy to do a training course at Akademi Bomba Dan Penyelamat, Malaysia in the town of Kuala Kubu Bharu, Selangor.

In the “International Structural Fire Fighting course for Developing Countries”, I had the opportunity to share and learn about various forms of organization of firefighting services, some volunteers, others rented, ones from the police others from the Armed Forces. We also learned and exercised various theoretical, technical and practical aspects of the firefighting work, with special emphasis on the following aspects:

Fire Legislation, (Fire Act 1988)

High Rise Building Protection

Incident Command System

First response to Haz-Mat emergencies.

We also performed practical exercises as: hose drills, impulse gun, exercises with self-contained breathing apparatus, search and rescue in a simulator (Smoke House), oil spill drill, fire drill with liquefied petroleum gas, (LPG) and practical fire extinguishing exercises in confined spaces.

We were also able to know about Malaysia, with visits to the Economic Planning Unit and with an exposition of the tourism industry of Malaysia.

Also, we visited the “Fire Fighter Industry Sdn Bhd” to see a Factory of fire extinguisher and the fire facilities in the complex of Genting Highlands and Sunway Resorts as well as the Petronas towers at the Kuala Lumpur City Center.

We also visited the palace Istana Negara, and Visma Putra. I was able to share with fellows firefighters from distant and different countries such as Nauru, Tonga, Fidji, Papua New Guinea, Philippines, Malaysia, Myanmar, Sri Lanka, Magadascar, Kenya, Jordan, Belize and Uruguay. I made several new friends, some with whom I still have contact.

As a personal experience, having the opportunity to know Malaysia was very enriching. In Malaysia, I marveled at a multicultural society where diversity of races, religions and cultures coexist in an attractive harmony, where food is exquisite and nature is precious.

At last, it is open to all of you to inform yourselves through the International Cooperation Agency about the opportunities and scholarships that continue to be offered by the Malaysian Technical Cooperation Program.

Thank you.

Sergio Parot
